Which option is best to get red characters in tavern? And why?

100m is bad. I'm playing since the opening of s1, in the beginning I used some vivre cards too for it, but since then didn't get anything else than blue chars from it. Seriously, don't do it, only if it is for free.
I got all my 7* partners from 10M bounty. (I have not much, only 2, but still got them from it)
Did a lot of 1M one too, but wasn't even near to get a red partner, but it is good for charisma.

From what I've seen 10 mil though it's still all about luck.

the  best option would be if u have some or as much as possible purple or and blues in your team or have them waiting in tavern to be recruited (on countdown)
and then do the rolls because all u have or are still waiting to be recruited cant be in the roll so u have then higher chances to get something new u dont own yet to get with the 100% 100kk roll

1kk and 10kk its more or less all about luck to get a new char with 10kk should have a little higher chance to cach someone

luck is what u need and do recruit some purple ones for (fate).They wont disappoint you.

Recruit all fate blue and purple what u want from red ... and roll 1 mil and 10 mil
i recommend 1 mil becoz it built your christma more and 10 mil have more chance i think ..
i got zoro, &Luffy from 10 mil and Nami from 1mil.. Still Kaku is waiting for recruit . he is also from 1mil
but logically .ITS TOTALLY LUCK
