No, there are no other ways to get dragon slayer gear. You either need to topup or spend like 30 years.

Just read the new guide and I understand now, however this is unrealistic … why will i top up when i have all SSS max up ? Just to get the set to top up weeks in a row? that is really f***** up, max characters but impossible to make best set...

I know how you feel bro.... When not many reason to top up they add up a new set that you have to rank up first in top up just to get one part of the gear. So you have to rank up first in top up for 6 times to get one set and 30 times to make full set for your five crew members. This is f****d up really bad, there is a limit even to greed...
