Not really. Moria isn't really used by any class other than dark mage outside of the rare grandline warefare instance. His ogi ability gives you a 20% chance to instantly kill enemies with 20% or less health. People typically use him when they deal little to no dmg in a fast paced grandline warefare.

Yup, Moria can kill even Oars and mobs in glw when under 20%. From what I know there is no exception that is immune to this effect. If the Ogi hits and the enemy is below 20% then there is a chance for instakill.
